La science économique occupe un statut épistémologique
particulier dans les sciences sociales. Comme toute science,
elle vise à développer une théorie explicative de la réalité
qu’elle observe, les comportements de production et
d’échange des biens et services. En même
temps, elle revendique un statut normatif, en ce qu’elle
poursuit le projet de définir les conditions d’un
fonctionnement idéal d’une économie, c’est-à-dire qui vise
à produire le maximum de bien-être pour chacun, en tant
qu’individu, et pour tous. Elle postule enfin et fait
l’apologie d’un comportement rationnel des agents,
au sens de la recherche d’une utilisation la meilleure
possible de ressources rares pour la poursuite
d’une fin donnée. Le domaine de la santé pose alors des
problèmes spécifiques aux économistes, compte tenu de
l’incertitude liée à la maladie, au pouvoir d’expertise fort
qui repose dans les mains des professionnels,
et à une forte composante d’irrationalité qui peut
s’attacher aux comportements des agents
face au risque maladie. Economics occupies a particular epistemological status in social science. As in any science, it aims (. 0 develop a theory explaining the reality it observes - the behaviour of production and of the exchange of goods and services. Simultaneously, it daims a prescriptive fonction, in that it pursues the aim of defining the conditions for the ideal functioning of an economy, i.e. which aims to maximise well-being for each, as an individual, and for all. Finaily, it gives praise for what it postulates as the rational behaviour of the piavers in the economy - rational in that they seek the best possible use of scarce resources towards a given end. The health field thus sets economists some specific problems, taking account of the uncertainty associated with illness, the great power of expertise which lies in the hands of profe sionals, and the strongly irrational element which may attach to the behaviour of the players in the economy when confronted by the risk of illness. Economists principal lines of reasoning are presented, as are the specificines of health as a commodity and its consequences for economic analysis.
